What is a planning cell?
A planning cell is a group of about 25 randomly selected citizens, who are released from their daily work duties for about one week in order to work in groups on solutions for a given planning problem. The results of their consultations are summarized in a so-called citizen’s report and made available to the political decision-making bodies as a consultation document.

The planning cell was developed as a method in the early 1970s by Peter C. Dienel and has been used extensively since then.
Planning cells are intended to enable people to assume their responsibility as responsible members of society or part of an organisation and to contribute their special skills to solve existing problems. By bringing together those affected and topic-specific experts, the planning cell is an extremely effective instrument for dealing with problems or developing new concepts.
Institute, die Planungszellen durchführen + Qualitätsnetz Bürgergutachten
Seit 2009 arbeiten die hier aufgeführten Institute, die Planungszellen bzw. Bürgerguachten durchführen, in einem Qualitätsnetz zusammen. Im Austausch über geplante und durchgeführte Projekte sichern die Instiute so einen hohen, einheitlichen Standard des Bürgerbeteiligungsverfahrens.
